The company had been operating since 1926, founded by an ex cycling racer Luis Miner and had started by importing cycles from France. In the 1950s, Luis Miner manufactured mopeds in San Sebastian (Donostia) and Tolosa.

This Miner-Ziraco is in the Team Lazpiur Collection at Bergara, Gipuzkoa.
After the Spanish civil war, the facilities of GAC had been destroyed, and Mr. Miner had to make his own bicycles. They were basically reinforced bikes, and many were fitted with a Ziraco engine manufactured in Talleres Ocariz de Tolosa. (See also Lanch).
Later, in 1952, Garate Anitua y Cia (GAC) launched the famous Mobylettes that they built under licence and, thereafter, they dominated the moped market.
